Why do tulip bulbs that flowered beautifully the first time only produce leaves in subsequent years?

Many tulip varieties only bloom well for the first and maybe the second year - after that they usually just put up foliage. If you want year after year of bloom with tulips, you need to plant ones that are known to perennialize like the Darwin Hybrid tulips or the species tulips.
